  1. NATURE OF WORK

The D.A. Blodgett – St. John’s (DABSJ) Facilities Maintenance Manager reports to the Chief Operations Officer (COO) and is responsible for ongoing development and implementation of the agency’s facility management plan that will preserve the excellent condition of agency infrastructure and ensure that all facilities are safe and well-functioning. The Facilities Manager works in support of the agency mission and vision and is responsible for the supervision and support of maintenance staff, establishes and oversees a central purchasing process for the agency and manages facilities-related vendor procurement, all while ensuring compliance with local, state and federal regulations.

  1. DUTIES & RESPONSIBILITIES
  2. General:
  3. Provide direct supervision, support and management of a highly mobile maintenance team
  4. Ensure agency facilities meet or exceed all legal and regulatory requirements
  5. Develop and implement a comprehensive facilities management plan that supports the agency Strategic Plan, establishes objectives, priorities and strategies for the maintenance team, and ensures the maintenance needs of all programs and facilities are addressed timely
  6. Provide feedback to COO in the development of Facilities related budget projections for new and existing facilities and maintenance needs.  Approve facilities and maintenance expenditures in accordance with agency procurement policies
  7. Develop and implement a centralized purchasing system for all routine supplies and materials, and function as the agency’s point person for all related vendors and suppliers 
  8. Other duties of strategic importance as requested by the COO
  9. Supervisory and Management
  10. Develop and maintain a skilled, motivated, responsive, mission-driven maintenance team
  1. Plan and monitor appropriate facility management staffing levels
  2. Ensure efficient utilization of facility maintenance staff time
  3. Train, develop, and monitor performance of maintenance staff
  1. Oversee maintenance work order system and ensure timely completion of tasks
  1. Provide feedback to and monitoring of facilities and maintenance budget
  2. Monitor expenses and payments
  3. Generate and present regular reports and reviews of facility-related budgets, finances, contracts, expenditures and purchases
  4. Develop and implement cost reduction initiatives
  5. Advise on and monitor energy efficiency
  6. Plan for future development in line with strategic business objectives
  1. Provide On-Call availability to respond to emergency situations
  2. Procurement and Centralized Purchasing:
  3. Monitor and manage agency facility/maintenance contracted vendor service needs
  4. Establish a bid process in line with agency policies, obtain quotes, manage contract negotiations and vendor selection
  5. Manage and review service contracts to ensure facility management needs are being met
  6. Provide close quality monitoring of contractor and vendor work
  7. Verify invoices and work with agency finance department to ensure timely and accurate payment of contracted vendors
  8. Develop a centralized purchasing system for the agency aimed at streamlining purchasing, increasing efficiency and reducing redundancy and costs
  9. Calculate and compare costs for goods and services to maximize cost-effectiveness
  10. Facility Management:
  11. Develop, implement and monitor a facilities management plan that ensures that all agency facilities are maintained at a level that presents a safe and welcoming environment for clients, visitors and agency staff, and ensures compliance with all health and safety standards and industry codes
  1. Ensure completion and documentation of regular facilities and vehicle inspections
  2. Ensure prompt and courteous response to work orders
  3. Oversee facility refurbishments, renovations, and building and grounds maintenance to include facility security, cleaning, waste disposal, recycling, snow removal, parking, as well as plumbing, appliance, electrical, painting, carpentry, minor repairs and general upkeep where a licensed professional is not required
  4. Ensure quality vendor relationships and work for projects requiring a licensed professional
  5. Ensure timely completion and documentation of required inspections, including elevator and fire alarm system, in compliance with regulatory requirements
  6. Respond appropriately and timely to emergencies or urgent issues as they arise
  1. Oversee emergency, routine and scheduled maintenance of all fleet vehicles
  2. Allocate and manage facility space for maximum efficiency, and coordinate intra-office moves
  3. Follow safety protocols for the execution of tasks and storage of supplies and materials.
  4. Assist with volunteer projects
  5. ESSENTIAL JOB FUNCTIONS
  6. Ability to communicate verbally and effectively to exchange information with coworkers, peers, the community, and others involved in your position.
  7. Ability to maintain a stationary position for extended periods of time.
  8. Ability to determine and assess job related documents and visually utilize Agency equipment.
  9. Ability to physically handle and perform job related functions, including the operation of Agency equipment.
  10. Ability to ascend/descend stairs safely and successfully.
  11. Ability to physically position oneself to effectively interact with clients.
  12. Ability to lift and transport 30lbs.
  13. QUALIFICATIONS
  14. Maintenance Certification (CMM, CSM, CMPO) or other relevant maintenance certification, degree from a vocational school, or Bachelors in business administration, facility management will be advantageous 
  15. Knowledge of HVAC (Heating, Ventilation and Air Conditioning), electrical, plumbing, carpentry, painting, and general repair processes and facilities management best practices.
  16. At least 5 years of relevant experience
  17. People management experience, including proven skills in effectively working with diverse populations
  18. Technical knowledge of building services
  19. Competent with Microsoft Word, and Excel
  20. A personal commitment to the Agency’s mission, philosophy, and values
  21. Keen attention to detail, especially the ability to quickly spot threats to safety
  22. Excellent communication and negotiation skills (written and verbal)
  23. Proactive and able to work under pressure
