Under the leadership of Council Member Gabriela Santiago-Romero and immediate
supervision of the Director of Organizing and Strategy, the Policy Analyst is a full time
position that plays an integral role in the functioning of the Policy Team. As Council Member
seeks to enhance the quality of life of the residents in Detroit, the Policy Analyst assists
Council Member in staying informed as well as influencing and shaping policies.

The position’s responsibilities include, but are not limited to the following:

Research & Policy Analysis

  • Promotes office mission and values, and supports Council Member in the implementation of goals and priorities as outlined in the team’s strategic plan
  • Manages policy initiatives, including overseeing standing committees, ordinances and resolutions
  • Performs research using qualitative and quantitative sources; analyses information on topics such as housing, transportation, development, food policy, environmental and racial equity and racial justice matters amongst others in order to help Council Member make educated decisions
  • Monitors events, policy decisions, trends and other issues with implications as the related to the policy landscape
  • Writes resolutions and statements for the record pertaining to local, state, federal and international policies. Provides presentations
  • Prepares for Standing Committees and Formal Sessions, this includes: reviewing summarizing and advising Council Member of legislative reports, ordinances and amendments, resolutions, contracts, legal settlements memorandums, requests for legal representations, appointments to boards and commissions, etc.
  • Assists in the facilitation and organization of internal and external working groups
  • Attends internal and external meetings as needed (which could include evenings and weekends.)
  • Participates and contributes to the work of Council taskforces, this includes: follow through on strategic plan, preparation and attendance of internal and community meetings, responding to constituent and community requests, and more globally tracking general progress and outcomes
  • Develops key relationships and maintains regular contact with City Council staff
  • and/or other City Departments; as well as community leaders and constituents.
  • Other duties may be assigned

Community Outreach

  • Responds, manages and resolves constituent cases utilizing Smartsheets (constituent database system.) Topics may range from a variety of policy related topics such as: blight, city services, ordinances, zoning developments, city property taxes, contract issues, vacant lots, etc.
  • Team player that participates in some community events: i.e. clean-ups, resource fairs, door knocking, parades, and races amongst others (which includes evenings and weekends.)
  • Other duties may be assigned

Supervision

  • This position may encompass supervising interns (depending on the team’s needs and the number of intern participation.) This includes, although not limited to: preparing projects, meeting with students regularly, as well as meeting with college supervisors as needed

Ideal Candidate

  • Background in Public Policy, Political Science, Social Work, Urban Planning, Public Administration or closely related field
  • 3 to 5 years of professional experience preferred
  • Proficient and confident in budget analysis
  • Bilingual is a plus (Spanish or Arabic)
  • Proven experience researching problems and issues, including evaluating the content of new or modified legislation
  • Strong written and verbal communications to prepare briefings, recommendations and presentations
  • In depth knowledge of issues impacting City of Detroit residents and respect for communities and diverse cultures is highly preferred
  • A motivated individual who is passionate about a bright future for Detroit and the wellbeing of its residents

Salary Range:
$55-$70K
Full-time
